“Who’s” is the contraction. Who is, who was, blah.
“Whose” is possessive cos the bastard apostrophe was already used before.

Here’s one of the sites he’s claiming. I clicked on the “designed by” link at the bottom but the page was unavailable. I seriously doubt it’s his anyway. None of the photos n’ such come over when you click for examples. He’s probably hotlinking. What a putz.
